is this a good tv to buy why is it so cheap and would you be able to get the full benefit of blu ray from it?

It is cheap for 2 reasons.
First because it is used. People can’t expect you to pay more than 50% of the original value once its used. And really that expectation is closer to like 33% (1/3 the original value). That’s the market for used electronics typically.
Second is that it is a rear projection TV. Those have long since been the cheapest way to buy very large screens. But they are large and bulky too. Its thin form factor that can often drive up the cost of things. This TV is by no means thin or light in weight.
I can’t find any write up on it as to whether or not its a DLP rear projection. If it is, another caveat would be bulb replacement. DLP bulbs need to be replaced every few years at least (and they aren’t cheap at $300+). That would be worth asking about.
Either way, DLP or not, its still rear projection which is a dead/dying technology. Older rear projection sets are completely dead now. DLP is still holding on, but by a thread. Only one manufacturer even makes them now. People want thin TVs, so this form factor is just not popular, despite the price.
As for BluRay, no you will not. BluRay’s best advantage is that it can mimic a theatrical experience at 1080p24. That option is not available on this TV as it is a 1080i TV set. It will have to convert the BluRay signal to an inferior option. Now it still might look great, and be an absolutely awesome HD experience, but you’re not getting the “full benefit” as you describe in your question.
