Is this something I can fix with a card change or whatever, dont mind attempting the repair if it does not need special tools etc. can anyone advise

I’m afraid this is something you may not be able to do yourself, unless you are an experienced electronics technician and have a set of schematics.
What’s happening is that there is an IC chip called a “convergence amplifier” located on the main circuit board, and (as you can guess by the name) it handles the geometry of your blue, red, and reference (green) images. It sounds as if the red convergence is screwed and (probably) not adjustable, but I would check on that first before doing anything else.
Incidentally, if you decide to do this yourself then please do be careful; there are some extremely dangerous voltages inside most TV’s which are necessary to bring the picture to life (for example, the components commonly know as “flyback transformers”, or IHVT’s, are responsible for taking the input voltage and stepping it up to a few *thousand* volts before feeding that voltage to the CRT’s). Such extreme voltages can be found throughout the TV’s circuitry, and lack of care can lead to injury or, in some cases, even be fatal.
